PARK AND PARK PARTNER NEWS  

Yosemite National Park Continues Work on Pavement Preservation Project
July 6 Update (expect up to 15-minute delays)

El Portal Road
This week, July 5th thru the 8th crews will be working nights crack sealing from 9:00 PM to 7:00 AM. Next week, July 11th and 12th crews will be working during the day microsealing turnouts from 6:00 AM to 5:00 PM.  Please anticipate closure of turnouts along the El Portal Road next Monday and Tuesday, then as soon as the material has cured, the turnouts will be reopened to traffic.

Rancheria and Old El Portal Areas 
For this week and next (July 5th thru July 8th, Monday thru Friday), crews will continue with crack sealing and pothole repairs throughout the community from 7:00 AM to 5:00 PM.  Next week, July 11th thru 15th crews will be microsealing various roads in Rancheria and Old El Portal from 7:00 AM to 5:00 PM.   For each work area, crews will be installing signs to notify residents when work is occurring on a particular street or parking area, so please move your vehicles when crews are working in your area.  Next week is the beginning of the final surface treatment, so some of the narrow roads will require closure for up to 4-hours as the material cures, while others may require detours.   Also, unless it is an emergency, please do not drive on the new pavement until you are directed to do so.
    
Crane Flat Campground
Crews will be chipsealing the main entrance road on Thursday, July 7th.

Foresta Road East (Foresta Community)
Crews will be chipsealing the Foresta Road on July 18th, between the Big Oak Flat Road and the Dumpster Area.

Hodgdon Area
Crews will be completing pothole repairs July 12th and 13th, then chipsealing the various roads July 14th and 15th, so please follow the guidance of the traffic control staff to avoid getting oil on your vehicles.

El Portal Administrative Parking Complex
Crews are planning to complete pothole repairs on July 8th and 11th, then crack sealing on July 10th (Sunday, to minimize impacts to park operations).  Please advise your staff they can move the government vehicles  to concrete areas, because we are only crack sealing and patching the asphalt surfaces. El Portal Hazard Tree Removal
Mon. 7/11 thru Tue. 7/12. NPS Forestry Crew will be working along the upper section of Foresta Rd.(5650 Foresta Rd) in Old El Portal. It may be necessary to block the road intermittently throughout the day while removing hazard trees.  Work hours will be from 6:30 am to 4:00pm. We apologize for any inconvenience this may cause. (L. Hodgdon Interagency Prescribed Fire
Nature has provided the opportunity to begin the first prescribed fire for 2011.  The 500 acre Hodgdon (PW-04) project includes Segments A, B and C.  Segment C includes 111 acres on the Stanislaus National Forest and will be managed as an interagency prescribed fire project.  Extensive collaboration and cooperation in all phases of the project planning process has been conducted between the park and forest.  The project will allow mutual accomplishment of project objectives at reduced costs.

The area is now drying out from a winter of record snow falls. Fuel moistures and other fire factors, within the burn unit, are now reaching optimal levels to successfully complete the project.  The predicted weather indicates favorable smoke dispersion through the middle of next week.  Yosemite National Park Superintendent Don Neubacher has signed the burn plan and given fire managers the final OK to begin the project for Sunday July 10, 2011. The change of dates from not burning over a weekend will lessen the impacts to the record number of visitors enjoying their National Park and Gateway Communities.

The Hodgdon area has no recorded park fire history between 1930 and 1990, although natural fire history is evident with fire scars on several mature trees.  Since 1990, a hazardous fuel reduction program has been implemented to protect private and public structures around the Hodgdon Wildland Urban Interface (WUI).  A mixture of fuel reduction techniques have been used including mechanical thinning, pile and prescribed burning. These WUI treatments have created defensible space for the Hodgdon residential area. This project will not only extend the defensible space, but also facilitate the reintroduction of fire into the ecosystem and restore the forest area.  Combined with other burns near Crane Flat and Rockefeller Grove areas, and with the fuel reduction projects conducted by the Stanislaus National Forest along Evergreen Road, this project will further reduce the likelihood of catastrophic fire originating at lower elevations, either inside or outside of the park affecting communities in mixed confer pine forests.

In accordance with the Wilderness Act of 1964, all phases including; unit preparation, ignition, holding, mop-up and rehabilitation will be implemented with the intention to preserve wilderness integrity.  Minimum Impact Management Techniques will be employed to preserve the wilderness integrity. By joining with the Stanislaus National Forest no fire line is needed due to roads surrounding the project area.  A Resource Advisor will be assigned to the project to advise on cultural and natural resources. 

Smoke, affecting health, is always a factor in the decision making process. A smoke management plan has been submitted to the Tuolumne County Air Pollution Control District, and a burn permit has been issued.  Smoke monitors will be deployed in smoke sensitive areas determined by Yosemite’s air quality manager, and Tuolumne County APCD.  
It is anticipated active ignition will take three days.  The fire area will then be mopped–up and monitored.

Please join us in welcoming Matthew Weinburke to the Safety Office
LCDR Matthew Weinburke, MPH, REHS is a  United States Public Health Officer (USPHS) working in the Safety, Health and Environmental Office as an Environmental Health and Industrial Hygiene Officer.  Prior to his arrival at Yosemite National Park, Matthew Weinburke worked at Centers for Disease Control and Prevention in Atlanta, Georgia as a Commissioned Corps Staff Program Management Officer, and as a Health Scientist.  Previously, Matthew Weinburke worked in California as a Senior Environmental Health Specialist for Solano County.  He also served in the U.S. Army as an Environmental Science Officer, and in the U.S. Navy as a Hospital Corpsman. Matthew has visited Yosemite National Park many times and enjoys spending his free time with his wife Roseanne and two children hiking, backpacking, geo-caching, and traveling.  (C. Superintendent's Office Detail
Karl Cordova, the Superintendent of Casa Grande Ruins National Monument and Hohokam-Pima National Monument, will join Yosemite National Park for a two week leadership development detail from July 11 to July 25.  In 2008 and 2009, Karl was a Bevinetto Congressional Fellow in Washington, DC.  Prior to the fellowship, Karl was a Branch Chief at Rocky Mountain National Park responsible for physical natural resources and landscape restoration programs.  Shannon, Karl’s wife, and his two boys Ben and Ryan will join him while he's here.  Please join us in welcoming him!  (K. DOI Access Credentials Updates
DOI Access Credentials must be updated after 3 years - and are good for 5 years. If you've had your card nearly 3 year, you should be receiving (if you haven't already) an email from USAccess advising you that you must update your card. Do not delete this email! Follow the instructions in the email as follows: 1) Go to USAccess and make an appointment (our Credentialing Center is open Tues from 1-4). 2) Bring your credential (DOI Access Card) and your PIN number with you to your update appointment.  Make every effort to remember/find your PIN as this will make updating your card significantly easier. Failure to update your credential before 3 years have passed will void your DOI Access card  - you'll BE REQUIRED to RE-ENROLL & ACTIVATE, as DOI Access Cards are a condition of employment for all perm/term NPS employees.  (If you're a perm/term employee who hasn't received the enrollment email - sit tight until you receive the email and then follow the instructions for enrolling.) CONSTRUCTION UPDATE  
Valley Loop Trail Resurfacing
The Valley Loop Trail will be closed during work hours (8:00am-5:00pm) Mon thru Friday, from Church Bowl to Lower Yosemite Falls loop. Detour signs are in place. This is due to trail resurfacing project. Expected time frame is four weeks starting June 13. (R. Kish - 6/16)
